Washington DC – The editor of a prominent Egyptian newspaper entered the United States this April on a valid US visa after making multiple statements inciting terrorist attacks inside Qatar on a television channel controlled by the Egyptian government although U.S. laws made him ineligible for a visa or entry into the United States.
Khaled Salah, the chairman and editor of Alyoum7 daily and host of TV show “On Egypt’s Wish” on AlNahar TV, called for bombing Qatari civilian airliners, ships and bombings inside the affluent Persian Gulf country where the United States maintains a large military base.
In the video, Salah has said, “As an ordinary citizen, I ask, why don’t I target Qatar like Qatar is targeting me? Why? They have ships and planes everywhere. They have people; everywhere.” Salah’s statements were aired on AlNahar TV in October, 2016.
He added “Today I said, why don’t we target Qatar? No, seriously? Why don’t we target Qatar? We as a country, a people and everything!”
He continued to incite terror attacks by saying, “why don’t we launch operations against them like they carry operations against us?” I don’t get it. Why don’t we do it? What would happen?” he said.
Although Salah would ordinarily be ineligible to enter the United States per U.S. laws that ban entry to persons with a history of inciting terror, he arrived to Washington in the delegation of Egyptian President Abdelfattah El-Sisi April 1, 2017 – months after he exhorted his audience to launch terrorist attacks against Qatari planes and interests.
Videos of Salah posted on his newspaper YouTube Channel show him reporting on El-Sisi’s visit from outside the White House and the National Mall, among other Washington landmarks.
The United States Code 9 FAM 302.6 lists groups of aliens barred from entering the United States for several reasons. Chief among them is the history of inciting terrorism – even if no terrorist acts resulted from such incitement.
The law states as follows, “ (U) INA 212(a)(3)(B)(i) renders ineligible any alien who: (3) (U) has, under circumstances indicating an intention to cause death or serious bodily harm, incited terrorist activity;
The law details the definition of terror incitement as follows; “f. (U) INCITEMENT OF TERRORISM:
(3) (U) The applicant may have incited terrorist activity even if a terrorist attack does not actually occur (e.g., because an attempt to commit such activity was thwarted)
This case presents a challenge to the Trump administration, which has issued several executive orders banning citizens from six Muslim majority countries over terrorism threats, but it seem to have missed this clear case of individuals with terror links.
All applicants to U.S. visas must complete a questionnaire detailing their involvement in terrorism or incitement of violence. If the U.S. visa officer is aware of the applicant’s incitement, he or she is required by law to refuse a visa to the applicant.

Salah did not return messages we sent to his newspaper. U.S. embassy and consulate in Cairo did not reply to multiple messages and emails over the past two days regarding their visa processing.
